Googled the hacker quarterly and found the name, “2600 The Hacker Quarterly”

Appears 2600 is part of the name, not an issue number.

Correct. I was confused I think with the game console. 2600/was some kind of frequency means something important for hackers.

BTW: ARP 2600 was a vintage synthesizer played by Jean Michel Jarre
