Yes, with Core-Untouched Soft Fork. CUSF doesn’t require the Core devs to do anything.

The culture shift happened > 10 years ago, when Bitcoin OGs and cypherpunks created Monero.
Those people killed their hero (Bitcoin).
Those people killed their egos (anonymous devs). Those people killed the industrialisation (ASIC resistance).
Those people killed centralised third parties (CEX).
Why? Because they have been aligned with an idea more than a price still measured in fiat .
That's not what prevented it in the past.
