this is why they banned guns in australia, so when shtf their agents don't get shot at
instead they will be run over, i'd say
They should not forbid you from helping for sure, but i can imagine some fierce warnings are sometimes necessary before people bite of more than they can chew and now trained people need to rescue additional people.
But never stop them, people should be able to make their own decisions.
