But if the government withholds any evidence they have and it turns out to be exculpable they'll lose the case. So IIUC they don't really have a choice, once evidence is collected they have to share it.

My understanding is that the bigger problem is that you don't know in advance which evidence they're actually going to use and so you have to prepare for every possibility.
