It's an improvement of the custodial lightning.

- trust is distributed across multiple agents inside the community (multisig style)

- it's cheaper & more anonymous to use (because it's ecash)

Makes sense to me for circular economies with small amounts.

You can argue that self-custodial lightning is better, but it requires a lot of skills from the users, and is somewhat expensive.
