In my understanding of basic neuro science in combination with sociology is that a distribution of IQ is staying about the same even though average IQ is raising over time. If currently ~2.5 % of tested have IQ of 130, what percentage would be required in your view ?

To push the whole curve to the right we would need to fix a lot about society in the first place.

To address the lowest IQ cohort we would need to eliminate child malnutrition, lack of early life education (literacy, basic problem solving, growing food, building stuff) and reduce stress levels for young children. (absent parenting, trauma induced via stress of parents and environment, abusive behaviour (that normally coincides with poverty))

Another whole point is that IQ wont necessarily coincide with morality, I think we can agree that a number of high IQ people are currently practicing coercion and exploitation.

Without getting in too deep what I'm trying to say is that we (a minority) need to work towards creating alternatives and changing incentives. Once a free market solution is clearly more beneficial than legacy solution also the dumbs will flock to it.

For example - people in 3rd world countries don't have to be particularly smart to prefer bitcoin over western union to receive funds sent by family members working abroad. people in sanctioned countries like Russia atm don't even have legacy means to receive the funds so you can be pretty much braindead and accept bitcoin..
