Tax is theft. If a project is worth pursuing, people will willingly pay to pursue it. If people won't willingly pay for it, then it's not worth pursuing. The examples of government funding long term projects are basically grifts that go nowhere.

But than aren’t a lot of people realizing that a project was worth pursuing in Hindsight?

So if it was worth it, but because they did not know before hand, they would never had have access to the benefits of it.
