well. i work closely with the legislative process in Brazil, and mostly anything is presented there. Being presented means very little. it's just for the representative to pump up his "numbers". (A common practice is to present clearly illegal bills so they can blame the Constitution and Justice Committee for blocking the proposal). This one is clearly a proposal of this kind.
