I was wondering that exact thing but CIA, bruh.
A junta was being contemplated during Obama's administration but was gamed out with too many civil casualties. Another route was taken.
I think this is true
Jade Helm had a FEMA contingency plan to maintain CC (Command and Control) in the event of mass casualties.
