Maybe, if you separate it from the people who are involved in making the network function. But you can't. Those values could be changed by those people if enough of them wanted it. It seems more like the purest form of governance than anarchy to me, but I guess it depends on which bit of the definition you're using. I view Bitcoin as a type of government. There are rules and they are enforced. There's a concept similar to voting.
