It's either pay up to Apple or get the app removed.
I do wonder if it didn’t ship with bootstrap relays, and was presented as byo relays like an rss reader with out recommended sources, they would even be aware of zaps, and might not have required delete account & report.
The line will be blurred when Apple goes after lightning invoices embedded in content
