3. Permission to access goods, services, and travel will be automatically determined.

Permissions replacing rights.

Permissions can't replace unalienable rights. Permissions have no authority over unalienable rights. Only God has authority over unalienable rights.

Ignore their demands. Invoke a religious exemption and they well have to make accommodations.
