Would using Tailscale give me a static ip address to run my own server on a raspi?

No it would allow you to connect to it as if you were on your home network, e.g. 192.168.x.x or umbrel.local or however you typically resolve it at home.

So even if the raspi was a dynamic ip, I would still be able to access the things on there away from home?

Just run Angry IP Scanner once you've VPN'd in.

basically both a static ip and the one you current use on your home internet will be used, tailscale just allows you to connect via long distance and with select machines you configure

I am getting a raspi soon. I was going to use it as a personal server. If I added both of these devices to Tailscale I would be able to access the data on there from anywhere?

Yea it would, you’d be able to as long as you grant access to the device you want
