No. Those will always need paper or coin money. Those who lack skill to use banks, not those whom banks reject but specifically those who lack skill, they have no chance with any money on any screens.

Not necessarily. Dozens of my workers opened up bank accounts. Most could barely sign their names. The state forced me to stop paying them in cash after a certain point.
