You can go with tor.

You could self host.

Forward through a proxy with ddns and rotating IP

Aws....

there are tons of options

Banning a protocol is no easy feat

Yep I agree I am not doubting that it can never be fully banned. But they are making it increasingly difficult to access the protocol
