For now, yes. In the future all cars will run an OS though.

I'm pretty sure the physics of combustion engines don't change in the future? I'm not sure how time passing has anything to do with the ability to use a car that doesn't have an OS. What about the future makes my 98 K1500 stop working?

The idea is that the state will regulate/tax anything they can't control.

Good thing #bitcoin allows me to relocate to any jurisdiction that respects my property rights. And those places will progress much faster than places that excert controls to that degree.
