ask questions about observational things. the less important and more removed from religion and politics the better. some people relish talking about themselves or giving opinions.

Put yourself at their mercy by asking to borrow a tool, lawn mower, for advice or help, a cup of sugar etc..... Or something like that.... That's some advice for making friends with your neighbours I once heard. I can't guarantee results, I've not been game enough to try it.
