The rate of consumption controls how long a pool of resources lasts.
When you live in rural areas, and you have to drill your own well, you are given a maximum rate at which the well refills itself. However, you are never given even an estimate how fast the well going to dry up. Because the well is GOING TO DRY UP, and you will need to drill another, and another.
So not even a minimal rate of consumption going to preserve the well. Given a long enough timeline the well going to be exhausted even if you try to stay below the rate of refill - as the refill eventually stops and the well runs dry.
