This is exactly what Saylor is alluding to as well. And it seems extremely plausible.

Saylor is talking about government central banks, not private banks. From the greater context of Finney's work and his other views I believe he was talking about a free banking system.

These two views look alike on the surface, but are diametrically opposed at their core.

Saylor is alive & speaking in today’s world. Hal was pontificating about a possible future.

They are not as opposed as it seems.

Saylor has to be careful with his words.
