No, actually, locking up all the liars, thieves and scammers in the world, with prejudice, will fix things.

There just is no point in even starting to sharpen a piece of metal let alone planning an assault until you have got every last one of them on file and 5000 scenarios played out so that there will be no mistake and every last one is gone.

I know that seems like a tall order but are you sure that there isn't someone out there already organising this?
