California, on the other hand has very strict age of consent laws. There are severe punishments for anyone having sex with anyone under 18 years of age. Just looking at the laws it would seem California has the grooming problem totally sorted.

None of this makes any sense. How can there be an epidemic of grooming type sex abuse in the very place where everyone is determined to stamp it out AND the laws harshly punish any offenders,...

...while in France where such relationships are perfectly legal they seem to have no problem at all?
