Very very generous I'd say. Most have more than one address. (address reuse bad practice 😉)

If you apply the 80/20 rule recursively, then you get about 13.5M users. If it's a 90/10 rule, then there are 6M users. So I'd say there are in the ballpark of 10 million on-chain Bitcoin users.
