I'm thinking 1 is out because the base is wide and the force will dig in the front edge.

Two will get moving easiest, but the gravel is messing with my mind.

Three just needs to get moving and then its easy.

BUT will the pusher have the necessary grip on the ice to get it moving or will the gravel be the ultimate secret to success.
