It's a new DM + Small Group chat system some of us are testing out. Basically, the DM event is encrypted and wrapped into another event (1059) to avoid leaking metadata. The 1059 event is signed by a random key, with a random date, and the only p-Tag is the receiver or an alias pub key to the receiver.
