Luke may be confused.

Someone's changes are in their forked repository. From the perspective of the person opening the pull request they are asking the maintainers of the repo they want it to be brought into to fetch from the fork and merge. This combined action is a pull.

Yeah, requesting that it be pulled. Pull is a fetch and then merge OR rebase.

That's why it can't just be called a "merge request". That would preclude the possibility of a rebase.
