A pool with a smaller hash rate can have a higher chance of finding a block because they may find a block faster than a larger pool due to the smaller pool's lower competition. However, a larger pool with more hash power will have more chances to find blocks over a longer period of time. So, it's not just luck, it's also about the number of attempts a pool can make.
