And the FBI is still setting people up and then prosecuting them for what they instigated (the Gretchen Whitmer kidnapping hoax, the January 6th Fedsurrection, etc.)
Crimes require motive, means and opportunity. I'd wager many of the "crimes" the FBI busts like this wouldn't have happened because those who were setup lacked either the means or the opportunity, but then the FBI came along and provided that and created a crime.
