Do they even care? It just seems like they're spamming the network to prove a point about the network's supposed lack of usability to undermine confidence in it.

There's two groups: the people getting scammed think they will be rich because they own a jpeg. The people doing the scamming think they will be rich by scamming people, while pretending they are doing something good for bitcoin by exposing it's "flaws" and increasing L2 development.
Society has advanced too far. Return to dickbutt.
