I see no contradiction between anarchist memes and these complaints.

The complaints - coming from statist and non-statists alike - will peak in times that it's really obvious where the money is going (and where it's not going) and when need is high. Especially if the state is actually interfering with help from others who are volunteering their time.

Taxes do play into it in places with agenices or funds for dealing with natural disaster.
