Google's Veo3 will enable media, governments and intelligence agencies to create false narratives and false events and manipulate people's behavior and thoughts.

How will we able to mitigate this?

You can't. Assume everything is fake that you didn't see happen in person, unless signed by a private key you trust who has first-hand knowledge about what they are stating.
