"The Congo can feed the whole of Africa" - that's the "problem" right there. When our governments thought that they have the logistic to vaccinate ALL of Africa it became clear that feeding or building up Africa was never a thing. Btw, the same goes for central America. Especially since national resources of other countries are deemed a national security issue for the US of A.
