Which leaves the question why he didn't offer the same when Baschar al-Assad was still in power and the whole carnage could have been avoided.

He did. I think Assad was looking more to reunite with the other arab states etc, so he kept some distance with russians and iranians. Iranians also say the same story. I don't know of course what is true, but russians bombed with airstrikes the terrorists, even after Aleppo was captured. So i guess it is true
