Yes. Unless they are using Amethyst. Amethyst with it's newest version has changed how adding relays work. The new way on there the client autimatically cinnects you to every relay on someones list when you follow them. So if their using amethyst they follow your bot & they are connected.

lots of people dislike this though which is why people are checking out different clients.
