dogs tend to become the image of their owners. the owners should be charged with murder. not training a dog as strong as a pittie should be considered to be negligence, at minimum.
manslaughter would be the correct legal term. death caused by neglect is one of the ways in which you get charged with manslaughter.
the analogy is simple. you have a public accessible space, in which you have neglected to prevent people walking into a hole and breaking their legs or worse. someone falls in the hole and dies, you are up for manslaughter
so, if judgey-poo lets a career criminal out again after repeated life harming actions, if said criminal commits murder while free after this, the judge is an accessory by neglect.
