Cause there is no such thing as a “hosted wallet”
mainly any "for profit" activity is targeted
but individuals transmitting large amounts are always visible on-chain-analysis for later questioning if needed
It’s not optimism, it’s self sovereignty. But the on off ramps for many are closing. Earning sats will become the way and sats will stay in the circular economy so staying solvent is critical

the problem with this is that hosted wallets are often eshops and those are the ones that have to comply.
so you would have your lightning wallet and can't pay anyone legally
so what they are really promoting is the emergence of parallel markets and proxy merchants. I guess they really don't want taxes from the Bitcoin economy.
