It does if you run the latest version. Kroner only updates the backend but not the pleroma front end.

Pretty sure vanilla pleroma doesn't have the feature. The rebased fork had to add the functionality to the backend. There are probably some admins that have forked pleroma to add quote posting on their versions as well...
