"Excessive Free Speech" is speech beyond the bounds and quotas established by the Inner Party.
Much like how we have free speech zones, we are now only allowed speech within certain mental bounds. But it's for our own good. Ignorance is Strength.
The older I get the farther right I go, and meanwhile the Overton window is flying to the left.
