I think he means this as an inevitability. Every domain will eventually exhaust meaningful innovation at which point open source will start closing the gap. Eventually there is no money in continuing development and open source will eat that domain.

You know the point of diminishing innovation has been reached when the software in question moves to a subscription model or some other indicator of rent seeking.
