After reading it from their site I think they have to see somehow you have 1M$ or more in funds. And no debt. You do not have to paid it directly. The only thing you have to pay is the 999$. That's resonable.

Never mind. A passport costs indeed 1M$. Only a visa is possible if you don't that. But that have to be extend every period....
