Are the view counts on Flare.pub not cumulative, but rather just how many have views a video has had today, like the view counts on Amethyst?

Views are signed by the viewers npubs, so we'd have to look into the type to see if it's an ephemeral or expiring event type.
If this can be changed I think it would be better. I wouldn't mind seeing today's number of views in addition to the cumulative views, which would be even more than YouTube does.
