I'm going to assume you were using a euphemism for "is a threat to America." Because literally, every country has their own interests at heart.

OK, but Russia many times did not want to be America's enemy. In 1989-1990 during "Glasnost" Reagan/Bush made friends with Russia. Then America betrayed them (claim the Russians). Not just Putin, but Yeltsin also believed this, as do most of the Russian elites. Yeltsin in 1993 tried for Russia to join NATO and NATO wouldn't hear of it. They worked together (NATO-Russia Founding Act, NATO-Russia Permanent Joint Council, nuclear disarmament) while at the same time fought each other in proxy wars: Azerbaijan, Moldova, Georgia, Lithuania, Estonia, Poland, Belarus, Ukraine, Syria, Turkey, Kazakhstan and Armenia. This was all before Russia's 2022 invasion of Ukraine which had massive consequences for that relationship (which is essentially dead now).

But I don't understand why. Many Americans see Russians as the "bad guys" and many Russians see Americans as the "bad guys". But I don't understand why.
