Just saw a user that connect to 110 relays. Is this what Chinese users do to avoid censorship?

Yes, check my relay count. High relay counts will not effect performance in the long term. Already options are available so that clients (ahem, #damus #iris.io) filter the global by using select relays, but you leave the connection to all others you have as valid. I have some followers that I only see on one obscure relay. I have that connection because I by chance met the person, and added all the relays, so that now when they have only one relay connected I can still see them.

By having a large amount of relay connections, the account becomes a kind of human relay by sharing content across new borders in the network. In the case of the Chinese avoiding censorship, by making and joining many many relays (and properly managing them on the client side) an effective log of the communication is kept. Which is the most important thing, that the content created is not destroyed. By the time either you or I have seen the note, it's too late for censorship. It's part of the public record.
