“Anarcho-tyranny” is a political concept coined by Sam Francis to describe a specific failure mode of modern states:

the government fails to enforce basic law and order against real criminals, while simultaneously aggressively regulating, surveilling, and punishing ordinary, law-abiding people.

It is not anarchy and not classical tyranny. It is both at once—selectively.
