I'm using Calyx and when I go to contacts to make a call I am prompted with the option to use my cell provider for this cal or Signal.

I just realized you might have meant that you can only receive and send calls from Signal users. Yes that is correct.

You cant call someone that doesnt have the Signal app. Its not really VoIP. It's its own protocol.
