Im still thinking on this. If I want to make rebalancing harder I should lower the max cost % instead of increasing it. Right? Maybe that’s what I need to do on some of these low outbound channels

No you need to raise the number of max %. A range around 90-96 depending on the outbound fees and the quality of the sink.
In addition you can increase the fees on that channel to until you see some workin rebalancing.
I would increase the outbound fees of the channel in 10% steps to finally get some
liq to your side👍
