By decimating the population, they clear out a big chunk of the most conservative, and un-trainable part of the population, the retarded and old people. This then allows them to turn the screws tighter, raise the effective tax rate, which now sits at over 2/3 of people's income. They will likely try to make 80-90% normalised, and drastically reduce people's ability to have any influence on the activity of the collective, via isolating people behind their screens.
