the only metric a city should measure and optimize for is " economic density" - the number of active business entities per city block

just like a jungle, diversity and quantity of business species is a sign of a city's health

education, health, happiness will all flow from optimization of business quantity and diversity

That's an assertion, do you have any reason to believe it is true or does it just feel true in your head?

Personally I don't think cities should optimize for anything. The people there will optimize the economic activity and the city at large just because they have an incentive to do so: it makes their lives easier. City governments shouldn't even make decisions, they should clean the trash and that's about it. They are services to the people of the city and nothing more, they're garbage collectors and sewer cleaners.
