The Cabinet of Ministers submitted a bill on mobilization to the Rada.

The document is called “Draft Law on Amendments to Certain Legislative Acts of Ukraine to Improve Certain Issues of Mobilization, Military Records and Military Service.”

Key excerpts from the bill on mobilization:

1. Village councils, township and city councils were entrusted with the authority to ensure the organization of the conscription of citizens, to bring to the attention of citizens the order of the heads of military administrations and the leadership of the TCC(military recruitment centers) on the mobilization and summoning of those liable for military service to the TCC. In addition, rural, town and city councils must ensure the arrival of citizens at assembly points.

2. Local state administrations receive new powers - to notify and ensure the arrival of citizens at assembly points and military units.

3. Enterprises and organizations are obliged to ensure the notification and arrival of citizens who are called up for mobilization.

4. New responsibilities of citizens: register in the electronic account of a conscript, military service member, reservist, undergo a medical examination, appear when called to the TCC at the time and place specified in the agenda.

5. All persons liable for military service must arrive at the TCC within 60 days from the date of mobilization announcement or within 20 days from the date of its continuation, regardless of receipt of the summons. Valid reasons for non-arrival are natural obstacles, illness of a citizen and death of a close relative (parents, spouses, children, siblings, grandparents) or close relatives of the wife.

6. During mobilization, all citizens of Ukraine (there is no division by gender - editor's note) from 18 to 60 years old must have military registration documents with them and present them to the TCC.

7. Novation for deferment - for 1st and 2nd disability groups. Group 3 was removed. An interesting point is the deferment for women - if they are on maternity leave until the child is 3 years old or if the child needs care until the child is 6 years old, as well as pregnant women. The deferment will be provided only to current deputies of the Verkhovna Rada - all past convocations are subject to mobilization.

8. Deferment for students of only full-time or dual study, receiving a level of education higher than the previous level in the same field, as well as doctoral students.

9. Deferment for teaching staff and researchers only if they work full time.

10. New reservation rules - category “A” officials are reserved. And category "B" and "C" - only up to 50% of the total number of military personnel.

11. Basic military service is introduced for all citizens under 25 years of age. Disabled people, those who have already undergone military training, as well as persons who underwent military training before obtaining Ukrainian citizenship are exempt from taking it.

12. Basic military service will last up to 5 months.

13. Lowering the lower age limit for mobilization from 27 to 25 years.

14. The police receive additional powers to “carry out measures” to notify those liable for military service and, together with the TCC, have the right to carry out administrative detention and delivery to the TCC of conscripts who have violated the legislation on mobilization."

Ukrainians will be disenfranchised for failing to appear at the military registration and enlistment office (but at least alive)

During mobilization, all citizens of Ukraine (no gender division) from 18 to 60 years old must have military registration documents with them and present them to the TCC(military recruitment centers).

Failure to appear at the military registration and enlistment office will result in:

▪️Ban on traveling abroad.

▪️Prohibition on transactions with movable and immovable property.

▪️Restrictions on the right to drive a vehicle and obtain a driver’s license.

▪️Restriction of the rights to dispose of funds and other valuables.

▪️Refusals to sign loan agreements.

▪️Stop receiving benefits and services from the state.

▪️Men of military age who are abroad will receive passports only upon presentation of military registration documents."
