Scuttlebutt was essentially nostr with a signature chain and everyone runs a relay locally. Personally I like cloud hosted relays as the embedded model was hard to work with. Just look at how much slower planetary.social is than nos.social.
I still skeptical about the cloud relays cause that can be easy shut down. But that’s def better than nothing.
