Whoever is behind it is spinning up new npubs faster than we can mute them.
Which is why we need the option to charge one sat to reply. Its not meaningful, won't hurt anyone, but this spam won't be affordable.

You can't stop people from replying but you could filter replies (on your client) to only show those who've zapped the note at least a sat.
Think how popular this feature would be with influencers deriving an income from social media.
It incentivises zapping & interacting with your most loyal fans.
